As most (good) software companies do, we perform code reviews. However, not all commits you will see here will have a pull request associated with them. Why not?
That would require that each Microsoft employee who would be doing a code review to have a Github account. Rather than create accounts solely for reviews, it is easier for us to use our established review infrastructure.
When an internal review is done, we will include the internal review id. It will look as such:

This is a (sample) link used by our internal code reviewing tool (called CodeFlow). If other Microsoft employees wish to verify that the commit was reviewed, or see who performed the review, they can look up the review by this id.
