How can i create transparent full screen non interactable layer with transparent background.

I want a layer which is

• not having mouse events until a shortcut is pressed which will toggle the mouseevents
• transparent and you should be able to interact the elements behind it
• the background will be completely transparent
• not resizable
• not movable
• fullscreen
• always on top

I am able to achieve this in nodejs electron app but i want to use laravel and nativephp but things like this simply does not work as i want and also there is no code for ignoring mouse eventsm why ? This is what i try, and stuff around it:

    Window::open()
        ->showDevTools(false)
        ->transparent(true)
        ->alwaysOnTop(true)
        ->hasShadow(false)
        ->resizable(false)
        ->fullscreen(true)
        ->closable(false)
        ->titleBarHidden()
        ->focusable(false);

seems to me this is not possible with nativephp

const {BrowserWindow} = require('electron')
let win = new BrowserWindow()
win.setIgnoreMouseEvents(true)

maybe here ?
