I think it would be good to have a test that verifies that links in markdown files can be resolved.

I'm not entirely confident that this can test all possible links. For example this URL with an anchor (header) will not give an error when resolved, but are wrong

https://github.com/PowerShell/DscResource.Tests/blob/dev/README.md#noheader

Possible we could look for a header in the page to verify that the anchor exist.
