Is your feature request related to a problem? Please describe

Currently no one knows, what commands are usable and what they do.

Desired solution

Add a popup menu, which can be accessed by a "?" button, that lists all usable commands and their documentation.

Additional context

The "Import" Popup can be used as guidance. The code is found in "api-editor/gui". Language is TypeScript.

The documentation provided for #487 should be used to write this command list.
