Enhancement Adds encoded_missing_value to preprocessing.OrdinalEncoder to configure the encoded value for missing data. scikit-learn/scikit-learn#21988 by Thomas Fan.

Mentioned in #1611

Could help simplify code a little bit as I think we manually do this step.
