Actual Behavior:

Validator failure:

check_bad_geo_id_value failed for confirmed_admissions_covid_1d_7dav at resolution county on 2022-02-07: 
Unrecognized geo_ids (not in historical data) ['02261']

Looks like 02261 is not listed in our 2020 census data, but is present in the 2019 data.

Expected behavior

No validation errors. Not sure whether we should switch to 2019 for this indicator, or if there are also FIPS in it which were added in 2020 and aren't present in the 2019 data. Ideally DSEW would use 2020 FIPS for its data collection but 🤷‍♀️

dsew-cpr has been removed #1871. Do we want to patch this?
