Alphabetize reordered data source menu (#1539)

* mark ght as inactive, and change nav

* group parent and grandparent vars in frontmatter

* fb survey title

* rename fb-survey doc and provide permalink to display in proper alphabetical order

* rename hhs page for alphabetization; mention NHSN for searchability

* alphabetize data sources by changing file names; set permalinks so urls don't change

* capitalize title

* add NHSN to HHS title

* new hhs title for clarity
