Unable to typeset the draft document in a codespace

When running make in a GitHub codespace after following the "Getting Started on Debian-based Systems" section, I get a long list of errors followed by:

  Latex failed to resolve 207 reference(s)
  Latex failed to resolve 3 citation(s)
Latexmk: Errors, so I did not complete making targets

It works with the latest TeX Live. I guess this issue will go away once codespaces start running in a more recent Linux environment.
