Install a default Win 7 build on a 64 bit machine
Download and install the 64 bit Editor for Windows

You will be presented with a message saying it can't find the JRE. The issue seems to be that the default JRE for Windows is 32 bit (or at least the one I have is and I haven't ever tried to get Java)

The problem is that the error message:

A. Reports the wrong problem from the users' perspective (it suggests that there's something wrong with the JRE)
B. Doesn't result in the correct action to resolve the problem, download the other editor bit size
