Once the build is green again (#387), revisit all pending PRs.

PSA: so sorry for being slow on working to land PRs. I'm clearing the decks to do this in the coming days. A noteworthy step in this direction is a bit of a rethink of the reach of the linter package (going on in #57427). Comments on that proposal most welcome and again thanks for your continued patience!

Build is green and most pending PRs have been caught up on.

The only old one needing update is dart-archive/linter#262; @ochafik: let's just follow up there.
