Following along the lines of the new badges for pedantic lints (#1301), I'm adding ones for flutter too.

I think we want to capture two cases:

  1. "user" options (as in: https://github.com/raw/flutter/flutter/master/packages/flutter/lib/analysis_options_user.yaml) and,
  2. "repo" options (https://github.com/raw/flutter/flutter/master/analysis_options.yaml)

@a14n: does that sound right?

I don't think we should add a badge for "repo" because some lints are not compatible with the effective dart style guide or dartfmt.

Great. That simplifies things. In that case, I'll just focus on analysis_options_user.yaml. Thanks!
