This is to track reverting #37339.

Bin logs were being collected to help debug CI flakiness.

Marking as blocked as this is just a tracking issue for a future revert and there's no immediate action to take.

  1. Let's not touch this issue until we're confident 'The process cannot access the file' during CI build sometimes #32219 is mostly behind us
  2. Suggest keeping the binary log in Linux_Test_Logs to make "full build" information available when we need it next; that's the smallest of the three binary logs added in Binary Logs for Test Jobs #37339

Closing as we the concerns regarding the size are obsolete.
