@dagood Just as an FYI: CentOS 8 rid is not known to 3.0 yet. See dotnet/corefx#41605 for a PR adding support for that.
@alexsaesee The RHEL 8.1 release that just went out today includes .NET Core 3.0 for RHEL 8. Perhaps you can contact CentOS 8 folks and ask them when they intend to make that available?
No packages for CentOS 8
The packages repository don't have definitions for CentOS 8 but the "supported os" page list CentOS 8.

The documentation on dotnet.microsoft.com list installations for CentOS 7 but not for the 8.
On packages.microsoft.com the CentOS 8 directory doesn't exist.
