Tarball creation is now part of the official builds but the tarball is not getting published to the dotnetcli blob storage.

This would finally address #298!

One more request based on things that came up in #298: can it also be signed and/or a checksum posted so folks can verify that the .NET tarball is pristine from upstream?

I think a tarball produced on release with 0 prebuilts would also let us close #1412 ?

Closing as the tarball has been replaced with the VMR (Virtual Mono Repo) in .NET 8. We will not be fixing this for the currently supported servicing branches.
