Does UserRateThrottle get overridden by ScopedRateThrottle?

We have a number of endpoints that we need burst speeds for which seems to perfectly be what ScopeRateThrottle is for, but we also have a number of endpoints we want to generally rate-limit.

• Is UserRateThrottle compatible with ScopedRateThrottle?
• Does one override the other? For example, can ScopedRateThrottle have a higher number than UserRateThrottle?
