Unable to scroll on environment page

Bug description

I am unable to scroll down on the environment page, either on gitpod.io or within VSCode. This makes triggering services or task impossible.

Steps to reproduce

Go to https://app.gitpod.io/ or open the Gitpod environment page in VSCode

Workspace affected

No response

Expected behavior

Expect to scroll to bottom of page

I have found a work around of zooming out in your browser allows you to get to the page elements that are not scrollable.
