We added support for projects which point to repos in self-hosted GitLab instances in #7125

This is a followup issue to install a webhook on those repos, like we do for repos on gitlab.com

See #7367 for the equivalent issue for Bitbucket.

The fix for this issue should result in the equivalent of enabling prebuilds with a prefixed /#prebuild URL.
