Support GHC 9.2

Lifted from:

• Revise upper bound on base for cryptohash-sha1 to build with GHC 9.2 haskell-infra/hackage-trustees#319

Just the library builds fine on master.

To get build with tests and benchmarks started (as stated in cabal.project), try:

$ cabal build --allow-newer=cereal:base \
  --allow-newer=vector-th-unbox:base --allow-newer=vector-th-unbox:template-haskell \
  --allow-newer=microstache:base \
  --allow-newer=cassava:base \
  --allow-newer=aeson:{ghc-prim,template-haskell} \
  --allow-newer=hsc2hs:base

However, this fails on at least:

• cereal (Fix build on GHC 9.2 GaloisInc/cereal#99) candidate: https://hackage.haskell.org/package/cereal-0.5.8.2/candidate
• aeson (Support GHC 9.2 haskell/aeson#885, Migrate to GHC 9.2 haskell/aeson#856)

• Make as hsc2hs-0.68.8 release haskell/hsc2hs#60
• Release for GHC 9.0.1 haskell/hsc2hs#61 or
• Release for ghc 9.2.1 compat haskell/hsc2hs#64
