Incremental update

Add the feature incremental update which able to add or delete images without downloading the entire dataset.
This feature would be very useful for entire large dataset and it will save time and space during the updating process.

Thanks for the request @cokecuevas-gg! I think this is a duplicate of #4657. We are working on product requirements to make this possible in the future, so stay tuned to that issue for updates.
