Drop Swift 5.1-5.7 support. The goal here is to allow OpenAPIKit code to move forward and adopt newer coding standards not supported by older Swift 5.x releases.

Swift support back to version 5.1 will be retained for the OpenAPIKit 3.x releases but dropped with v4.0.0
