Having the exact same issue... Definitely gonna need some help

I reinstalled my windows and now it works.
I think i has something to do with my username. I had a SPACE charecter in my user and i think it messed up the path.

I really don't know exactly.
The important thing is that after the windows reinstall it works.

This is caused by #11399 and #11449. The fix for this is in the insiders build.
