Clicking "Get started with Python..." tiles do not activate the extension

Testing #16796

The Python extension should activate when you click on either of the tiles

The extension is not activated until Select Interpreter is clicked in the second step. Similarly for data science, extension is not activated until Create new blank notebook is clicked in the third step.
