Testing #21092

When invoking the "Configure Tests" you are presented with the following quick pick. The detail of the items contain a link but those links cannot be clicked (or at least I did not find a way to do so). I would recommend adding a button to the quick pick items that one can click to navigate to the documentation:

closing in favor of #17096, they are about the same thing and so I am consolidating that task.
