Remote debugging only works on version 3.0.0 of PTVSD.
This needs to be mentioned in the online documentation (https://code.visualstudio.com/docs/python/debugging#_remote-debugging).

@jarshwah No it doesn't. This issue has been created to update the existing documentation to ensure users install the right version (3.0.0) of PTVSD.
