@nodejs/lts @nodejs/tsc ... Node.js 8.x is expected to move to LTS tomorrow, which means we need an 8.9.0 release proposal put together. I'm not seeing one. Has anyone been working on doing it?

@MylesBorins suggested that we work on it together today.

Fwiw I have pre-emptively landed #16432 on v8.x-staging so as to ensure Debug builds... build... in 8.9.0.
