DO NOT MERGE THIS COMMIT

This commit is just for testing / CI purposes on the PR.

It updates the prrte submodule to a PR PRRTE branch.

Once that PR is merged, we should update the submodule in this PR to
be the head of the PRTE master branch (not the PR branch).
