Use Case

curl 7.88.1 is EOL. We need to move to curl 8 in puppet8

Describe the Solution You Would Like

The agent-runtime-main project and related main runtimes should vendor curl 8 instead of 7.x.

Additional Context

This was blocked on leatherman, but that should be resolved now puppetlabs/leatherman#346
