configparser : get() can take str arguments

Thanks for the report! Do you feel comfortable submitting a Pull Request to fix the issue?

The problem is with incorrectly declaring to subtype MutableMapping[str, Dict[str, str]]. ConfigParser.get() is incompatible with it.
