🐛 Describe the bug

The CI job is currently failing due to lack of available PyTorch binaries for the specific configuration:
https://app.circleci.com/pipelines/github/pytorch/vision/15022/workflows/4d44e20a-4a9d-4aae-b368-53fe54bd6f4d/jobs/1210824

Recently the Windows GPU tests were updated to use CUDA 11.3 (from 11.1): #5451

Do we plan to offer support for 11.1 or should we have the CI job removed?
