Attempting to build the docker image fails as ubuntu 16 is no longer supported.

Upgrading to ubuntu 22 then required upgrading the version of "catch" being used to work with the latest gcc.

Finally, there were some Arduino specific changes made in the utilities folder that need to be cleaned up.
