Documentation still favoring velocity but it is deprecated in 4.3 [SPR-14460]

Velocity are deprecated in 4.3 in favor of Freemarker.
But documentation are still teaching how to use Spring + Velocity.
This is confusing for people

We have removed all Velocity content from the 5.0 reference documentation already. However, point taken, there should at least be deprecation warnings in the 4.3.x ref docs.

I've added a strong deprecation note to the reference documentation as well.
