[[Error]]:
'An error that was encountered during loading, linking, or evaluation;"
[[State]] "fetch", "translate", "instantiate", "link", "ready"

This confuses me: I expect that errors would occur in the phases described by [[State]]. Only 'link' seems to overlap.
