install-boost.sh: Boost source URL is no longer valid

The boost source URL is no longer valid since it's been moved behind a CDN as mentioned in boostorg/boost#997:

curl -fsSL https://boostorg.jfrog.io/artifactory/main/release/${version}/source/${tar_filename} -o ${tar_filename}

This is causing install-boost.sh to fail, which in turn causes building the dependency container images to fail.
