Version 3.1.2 was released about a month ago now. It doesn't change anything from a functional perspective.

This PR adds that version number to the list of supported versions so when those start showing up in the wild, the library handles it properly.

@philsturgeon I think the branch policies/rules might need some update, they seem to be requiring version 20 when version 22 is the one running :)
