ARM linking issue: compile out trace when not available

Summary of changes

ARM fails to link due to undefined symbol

[Error] @0,0: L6218E: Undefined symbol trace_tcp_flags (referred from BUILD/K64F/ARM/mbed-os/connectivity/nanostack/sal-stack-nanostack/source/Common_Protocols/tcp.o).

This removes the trace if the contents are unavailable
