[STM32F3] Modify folder structure #3658

Description

With this PR we can reuse the startup files when 2 targets have the same ST device

introducing a TARGET_STM32F3[device] folder between TARGET_STM32F3 and TARGET_[platform]
With this new folder structure we can share files for several platforms that uses the same STM32 device. For instance, DISCO_F334C8 and NUCLEO_F334R8 has the same STM32F334x8 device.

This PR is is the same as for STM32F7 #3649

Status

Migrations

NO

TESTS:

I have passed tests-integration-basic on ST F3 platforms, and passed the compilation non ST F3 platforms, for GCC_ARM / ARM / IAR

Restarting nightly, as the failure is for unrelated platform for only IAR.
