[ENG-9015] Redesign legacy pages

Purpose

• Update legacy page styling to match new Angular frontend

Changes

• Update footer, nav, and base mako files
• Update CSS
• Update page-specific mako files
  • external_login_email.mako for ORCiD login page

To do:

• Update left nav
  • Update icons
  • Update spacing/sizing
  • Update hover behavior
  • Actually add hrefs to links
• Implement event tracking?
• Trim unneeded template code
