RadialGauge Stuck When Changing System Theme and Following Theme #501

Describe the bug
If you use the user control based on the RadialGauge component, the window will be stuck when you change the system theme and let the window follow the theme.

Steps to reproduce
1. Clone repo: https://github.com/Jack251970/CommunityComponentStuckDemo.
2. Open WinUIDemo\View\MainPage.xaml.
3. Use clock:AnalogClock.
4. Change system theme and the window will stuck.
5. Use control:RadialGauge.
6. Change system theme and the window will work well.
