Add python script to generate algorithm families

This PR will add a python script that can be used to generate an enum-object for the cyclonedx json schema that reflects algorithm families defined in cryptography-defs.json.

• Create the enum in cryptography-defs.schema.json
• Add a timestamp as "$comment"
• Add family property to algorithmProperties to reference the enum of algorithm families
• Add additional protocol types (DTLS and Quic)
