Fix process.maps()

• Move the changes of Poll before reading /proc/maps in process.libs() to avoid race condition #2516 from libs() to maps() because maps() is called in others functions than libs() as stated in Fix poll error in process.libs() and clean up maps parsing #2579
• Return an error instead of sending the elf maps to avoid sending incorrect values

Yes, sorry. Can you rebase to target dev now please? The changelog entry isn't descriptive enough, can you describe the impact of this change in more detail please? While I don't think it's intuitive to have process.maps return something when the process isn't running, we should document the change at least in the changelog if a poor soul relied on it to find a reason for the breakage.
