Add galil SECI settings checker #7482
Description
As a developer I would like to compare the current ibex PV values against what SECI would have provided. These should be the same, but issues can happen in migrations or subsequently. Also some of the approaches to how values are handled changes e.g. variables are now PVs and do not need PREM/POST in motor record. This could be important for instruments that want to swap between seci and ibex.
Ticket added as needed for galil driver testing on CRISP

- utility to parse Galil.ini and compare to existing PVs on instrument, generating BAT file to apply difference
