Stepper has inconsistent options with the specification #1112

Review the wiki for the stepper -
https://github.com/IgniteUI/igniteui-webcomponents/wiki/Stepper-Specification
There are options like index for the step, that are not actually publicly available, while the spec describes it as a getter.
The spec need to be updated to reflect the correct state of the options in the stepper.
