[Bug]: [grid] Action UI (Add/Edit/Delete) does not appear

Description

When all rows starting from the third row are deleted using the delete UI, hovering over the first and second rows no longer displays the row action UI (Add, Edit, Delete).

Reproduction

1. Render an igc-grid with at least 3 rows.
2. Delete the third row and any subsequent rows using the delete UI.
3. Hover over the first row → row action UI does not appear.
4. Hover over the second row → row action UI does not appear.

Yes. This used to work, but now it doesn't.
