Enzyme 0.13 compat

SparseDiffTools is constraining Enzyme@0.12, so upstream libraries like SciMLSensitivity can not use Enzyme@0.13.
Since SciML/SciMLSensitivity.jl/#1115 has been merged, I think that this issue should be addressed.
