Sometime recently, we stopped being able to run on wine:

There's a more minimum fix in #17183 We can merge that (or cherry-pick 558f44a) if #17179 needs some more time

Yeah, let's cherry-pick that commit. I tried merging the branch and there's new errors being introduced.
