Do we need mbedTLS 2.27.0 (or 3.0.0)?

Older have some security issue, that I'm not sure apply to us. mbedTLS.jl and mbedTLS_jll also use older.

EDIT: I see it's already here #42311 so somebody thought needed, not sure if for security issues or otherwise. Add to 1.7 milestone?
