I think this is just an outdated example. The annotated regions used to be defined using the form (range, label => value). It has been changed, and now it is defined using the form (range, label, value).

The example should read as

julia> annotatedstring(AnnotatedString("annotated", [(1:9, :label, 1)]), ", and unannotated")

EDIT: The example has been fixed already (#56736). Maybe it should be backported?
