[WIP] Bump SuiteSparse to 5.4.0+6

This fixes the issue identified in #34441 with freebsd.
It also fixes JuliaPackaging/Yggdrasil#7 avoiding having 3 copies of every suitesparse library on windows.
This version also no longer links to metis.

One issue is that I think the naming convention for arm has changed and the refresh_bb_tarballs.sh script is not picking up the armv7l triplets. Perhaps that needs to be fixed before we can merge this.
