File Handler Watch Load will not work for added directories #59

Prerequisites
If all checks are not passed then the issue will be closed

Adding or removing directories does not add/remove a watch service.
Expected Behavior
Explain what was supposed to happen
A watch service should be created/removed if a directory changes.
