This is too opinionated for the package itself, which is supposed to be very open-ended about how something it is built. It is really defining some sort of "extra static on Windows, actually I don't need pthreads" stdenv.
Let's just call it by its conventional name, now.

This is WIP because the tests are completely unconverted.
